For those of you who are victims of organized stalking, aka "Gang Stalking"..you have likely experienced one or all of the following:
- vehicle honking at you while driving by your house
- vehicle honking at you while you are out walking
- vehicle honking at you as you get out of your car
- vehicle honking at you as you get into your car
- vehicle honking at you as you go outside your home
- vehicle honking at you as you wait for a traffic light to change
These low-life pedophiles, drug addicts, ex-felons on parole, and others who engage in this type of stalking like to use their car horns (and truck horns) to "intimidate" you - to "harass" you - and even to "terrify" you.
Remember, their main goal is to cause terror...to cause grief....to make you fearful.
Their main goal is to follow the orders given to them by their "handlers" as to how to make your life a living hell every single day.
They use proven psychological terror operations (psy ops) against their victims, just like the Stasi did in East Germany after WW2....Just like the FBI did in J. Edgar Hoover's COINTELPRO psy ops torture program back in the 1950s & 1960s.
COINTELPRO did NOT end in 1971 - it continues to this day.

Remember, organized stalkers have "sensitized" their targets to everyday sounds, such as car & truck horns.
Because of this systematic "sensitization" of everyday noise, sounds like car horns can be used against targets easily, without fear of "being caught" doing something "illegal."
After all, a victim of organized stalking can't call the police and say: "Someone just passed by my house and honked his horn at me."
While to those who are not OS victims, a car horn is no big deal, it can be a big deal to those who are OS victims.
WHY DO THEY HONK AT ME?
They honk at you because they CAN!
They honk at you because they know that they can get away with it.
They honk at you because, after years of being honked at daily, the OS victim KNOWS that the car honking at them is usually, (but not always), a gang stalker.
Of course, not all honking horns are directed at victims of this type of stalking.
Oftentimes car horns are merely a part of a vehicle's security system...one honk to lock the car, and two honks to unlock etc.
But the trouble is, those who are victims of organized stalking are more "sensitized" to honking horns than ordinary people.
Ordinary people hear car horns honk every day and usually pay no attention to them, especially if they are not driving a vehicle.
However, gang stalking victims, who often are "honked at" every single day, react in a much different way than ordinary people do...because they have been "sensitized" to the honking of horns.
The honking of car horns is just one tool that the gang stalker uses to make life hell for his or her "target."
WHAT CAN BE DONE ABOUT THEM HONKING AT ME EVERY SINGLE DAY?
The answer is: "Not Much."
However, as has been discussed on this website previously, the one thing that you CAN do about being a victim of gang stalking, is to "Collect Evidence!"
If you have a cell phone handy, get the horn honking on your cell phone, preferably with a visual "sighting" of the vehicle as it emits the honking.
If you have vehicles driving by your house honking at you, use a video recorder to provide evidence that this is happening.
If this "honking harassment" happens enough times, (whether from the same vehicle or from different vehicles), you will have "evidence" to show to members of your family, or friends, or even the police.
COLLECT EVIDENCE...Even if it's just a car going by your house honking it's horn.
COLLECT EVIDENCE..Even if it's just a car honking at you when you go outside your house or apartment building. (Use your cell phone)
COLLECT EVIDENCE..Even if it's just a car honking at you when you exit a store.
Remember, without evidence, it's just your word against theirs.

For several days in a row, when doing errands in your car, you consistently come in contact with drivers who tailgate you, cut you off in traffic, or maybe pull in front of you unexpectedly.
Or you go out to get your mail and you see someone sitting on a bicycle watching you from a distance.
Or maybe you notice a sudden increase in strange cars driving slowly past your home.
Or you get the feeling you're being followed but don't see anyone there.
Or you find garbage strewn on your lawn or piles of dirt where dirt shouldn't be.
Or you return to your home and notice that pictures and knick-knacks aren't where they were when you left.
Is this all just coincidence, or is there something more to it?
You might even wonder if you just have an over-active imagination, or if maybe you've slipped a few cogs upstairs.
Over a period of time, gang stalking has produced some commonalities among those targeted or victimized:
- 1) The target is likely seen as a threat to a cause
- 2) The target most likely doesn't know the perpetrators of the gang stalking
- 3) Those involved in the gang stalking do not know the target
- 4) The stalking is subtle but targeted and can be seen as inconsequential or "everyday" such as:
- drive-by honking of horns
- drive-by yelling of obscenities
- hand gestures generally considered to be hostile in nature
- vehicles stopping (briefly) in front of the target's home
- trash strewn on the target's lawn, driveway and property in such a manner as to make it obvious that it
was a deliberate act
- shining lights in the windows of the target's home
- an increase in noise in the area of the target's home
- tailgating the target and then dropping back repeatedly
- day-in and day-out hang-up calls and wrong numbers
- vandalism to the home or property of the target
- 5) The gang stalking takes place over a (long) period of time or a number of years
- 6) The faces of (the criminals) involved in gang stalking change frequently
The Intent of gang stalking is to:
- Render the target or victim psychotically demoralized, even to the point of committing suicide
- Make the target appear, to the larger community, to be mentally unstable for the purpose of:
- discrediting the target
- ensuring that no one will believe the target when they claim they are being targeted.
- alienate and marginalize the target from the larger community, even family, making it easier to
psychologically demoralize and discredit the target.
Gang stalking relies heavily on:
- The target becoming so psychologically demoralized that he/she believes that there must be something
wrong with him/her and is, therefore, afraid to say anything for fear others will think they're crazy.
- The target will have no evidence beyond his/her word that the gang stalking is happening.
- The target will have no detailed records or documentation showing what, where, when & to what extent.
- The target will not be able to find out who the perpetrators or those involved in the stalking are.
Anyone who believes that they are being gang stalked should:
- Keep detailed records and documentation of times, dates, locations, and other details, writing this down as
soon as possible so that details are not lost over time.
- Take photos of any evidence left by the perpetrators, making sure to include a point of reference in the
photo for identification purposes...For instance, if trash is strewn on the lawn, take close-up (photos), but
then also take (photos) showing the house, garage, or even a (parked) car as a point of reference
(to prove) that the garbage was actually where you claim it was.
- Keep detailed records of any interactions with law enforcement, even when law enforcement are friendly
and appear to be empathetic....Keep track of who the responding officer is, what (police) department he
works for, what he tells you and what he does....If he removes evidence from the scene, note how he
handles it, what he does with it....Know the procedures for preserving evidence and observe if the officer
follows those procedures....Write it all down so details aren't lost over time...Ask for a case number or
"incident" number.
If you believe you are being gang stalked, don't be afraid to speak up.
There was a time when people being (gang) stalked were not listened to, were considered to be "off in the
head" (crazy).
Now, (gang) stalking someone is a crime.(US Title 18: Section 241...See Editor's note below)
The more (victims) who speak up, the better chance there is that gang stalking will not continue "under the
radar."

Gang Stalkers Are Malevolent Bullies!

Merriam-Webster Dictionary defines "malevolent" as:
1) "having, showing, or arising from intense often viscous ill will or hatred."
2) "productive of harm or evil."
Merriam-Webster Dictionary defines "evil" as:
1) a: ",orally reprehensible - sinful - wicked" (e.g. an "evil" impulse)
b: "arising from actual or imputed bad character or conduct" (e.g. a person of "evil" reputation)
2) a: "causing discomfort or repulsion " (e.g. an "evil"odor)
b: "disagreeable" (e.g. woke late and in an "evil" temper)
3) a: "causing harm" (e.g. the "evil" institution of slavery)
Gang stalkers are inherently "evil" and "malevolent" by their very nature.
That is, they truly "despise" their victims, and have absolutely no empathy for them.
They "hate" their victims (targets) and do their best to make life a living hell for whoever they are "sent" to intimidate, harass, or even torture (psychological and/or physical torture)
"Torture" can take on many forms when it comes to organized stalking.
One form of OS torture is "overt" surveillance, which has been covered extensibility on this website.
Another form of OS torture is sleep deprivation.
This can be accomplished in a number of ways
- A) The gang stalker might "pound" on the front of a target's house, or apartment door at an early hour...say
4 or 5 AM with the purpose of waking the target up.
- B Lots of door slamming late at night or very early in the morning, again, with the purpose being to wake
the target up...to "interfere" in the target's sleep pattern, which can have serious health implications,
especially if it's done over a long period of time.
-C Aircraft might fly low over a target's home early in the AM..again, with the purpose being to wake the
target up.....Oftentimes, loud helicopters are used for this purpose.
The word "torture" is not being used lightly here.
Make no mistake about it....Sleep Deprivation IS a torture technique, and gang stalkers will often use sleep
deprivation as a means of increasing the "terror" of the target.
Remember, "terror" is what organized stalking is all about.
The ultimate goal of the evil, malevolent criminals who engage in organized stalking is Terror!
Don't let them get away with it!
Make it difficult for them to do their "evil" against you, in whatever way you can.
Install adequate lighting in front of your home...Lights with motion-sensors are best.
Install cameras on the front, side and rear of your home.
Outdoor cameras cost as little as $80 or $90 dollars
Motion-activated cameras are best.
If you can afford it, purchase a home security system with several motion-activated cameras,
A well-lit home, as part of a good security system, including motion-activated cameras, will make it much more difficult for the criminals to intimidate, harass and/or torture you.
If you can afford it, move to a gated community...You'll be safer there than someplace where any low-life thug can come "visit" you at 4 or 5 AM with the purpose of waking you up or doing other types of torture to you.

ORGANIZED STALKING IS THE NEW COINTELPRO!
A few years ago, I was coming out of a "big box" type store, and noticed a guy outside talking on a cell phone.
He took a quick look at me, then went back to talking on his cell phone.
Now, to those who have never been a victim of organized stalking, aka "Gang" stalking, seeing someone talking on a cell phone is no big deal.
People talk on cell phones all the time...in their cars, walking down the street, sitting outside on a park bench etc.
However, those of us who have been targets of COINTELPRO-type "organized" stalking are well-aware of the fact that gang stalkers communicate with each other via cell phone.
They probably get their orders from their superiors via cell phone....Where to go...What to do...Who to stalk
Even when stalking their targets from inside parked vehicles, they always seem to be talking on cell phones.
So when I came out of the store that day, the sight of someone standing there talking on a cell phone, and occasionally glancing at me, was something I'd seen before....MANY times!
But this time I did something I rarely do...I put my groceries in my car, and then began to walk over to where the guy was standing...As soon as he saw that I was walking towards him, he turned his back on me, but didn't walk away.
I was determined NOT to start a fight or anything...I just wanted to talk to him.
I went up to him and said something like "Hey, how's it going?...You know, I have a friend who wants to become a gang stalker and I was wondering how much it pays?"
The answer I got from him surprised me.
Without even putting his cell phone down, he said to me, "It;s a program!" .and then went back to talking on his cell phone.
"It's a program"
WOW!
The first time I ever got a straight answer from a gang stalker....."It's a program!"
He was right, of course, organized stalking IS a program....a GOVERNMENT program.
COINTELPRO is the original name of "The Program"...but it's "code name" has been changed many times since J. Edgar Hoover's original COINTELPRO counter-intelligence program back in the 1950s.
I remembered the guy who told me that "It's a program"...he was unusually tall, and thin, and was probably in his early 20s, and he almost seemed to be "polite" to me.
I've had other encounters with gang stalkers, but they were anything but polite to me.
"Are you stalking me?"..I've asked some of them..and they ALL have reacted the exact same way.
At first they politely say something like "Excuse me?"
And then I'd repeat my question..."Are you stalking me?"
Usually this brought out the anger....WHAT?.....They'd answer...the "politeness" gone from their voice.
One time, two gang stalkers were doing surveillance on me from a white pick-up truck......
(OVERT surveillance, of course, since "overt" surveillance is what gang stalkers do)
The truck was parked in such a way that they could see my every move...and they both were not hiding the fact that they were looking straight at ME.
I went up to the passenger side of the truck, and the window was rolled down, and I asked the guy...a well-dressed white male about 45 or 50 years old, with a small dog sitting on his lap, "Are you stalking me?"
He didn't react with anger at all...He reacted just like other gang stalkers had reacted when I'd asked if they were stalking me...He said "What?"....So I repeated my question..."Are you stalking me?"
This time, he erupted with anger, as others had done before, and said words to the effect of "How'd you like me to beat the crap out of you?"...again, similar to what other gang stalkers had said on previous occasions...
"I was only asking a question," I replied calmly...."Why I could.arrest you if I..."..and then he stopped in
mid-sentence as if he thought that saying "Why I could arrest you if I chose to" would not be appropriate.
I immediately walked away from the truck...but I made sure that I got the truck's license number as I walked and even shouted it out several times so I wouldn't forget it.......
I still have that asshole's license number memorized....despite the fact that this encounter occurred several years ago.
As a rule, I do NOT "confront" gang stalkers...it's potentially very dangerous to do so, but this time I just had to.....(A person can only take so much)
Anyway, back to the tall, thin "polite" gang stalker outside the big box store.
His telling me that "It's a program" was something that I'll never forget.
That happened years ago, but only a few months ago I saw him one more time.
This time, I was looking out my garage window and saw a very suspicious male walking by my house, glancing over at my garage window as he walked by...a very small window at the top of the garage door.
Someone walking by would find it extremely difficult to even see me looking out that window...unless they somehow KNEW that I was at the window........
Anyway, I lost my temper at that point and said in a loud voice; "What the fuck are YOU looking st?"
Just then, I noticed a second male, who had actually run up to the first male and said something to him, as they both kept on walking...........It was the same guy who years before had told me "It's a program!"
I recognized the guy....It was him....I guess he was "training" the other guy how to be a gang stalker, and the other guy had made a mistake by looking right at my garage window as he walked by, and the tall, thin guy, who had been walking about 100 ft behind him, after hearing my "What the fuck are you looking st?"..had run up to the guy and probably told him not to look at my house as he went by.
"It's a program!"
That pretty well sums up organized stalking, gang stalking, group stalking, or whatever one wishes to call it.
Having surveillance cameras mounted on your home is a good idea.
If you can't afford surveillance cameras, buy a cam corder (video camera)
If you can't afford a video camera, use your cell phone to take video of gang stalkers when they do their surveillance on you.
As has been said before here, the best single thing a victim of gang stalking can do is to DOCUMENT the stalking....GET EVIDENCE....
Remember, the thing that makes Organized Stalking different from "one-on-one" stalking is that "one-on-one stalkers (single stalkers) do NOT want you to see them' but gang stalkers DO want you to see them....It's part of the "terror"...It's part of the harassment....It's part of the torture!
OVERT surveillance is what gang stalkers do.
COVERT surveillance is what single stalkers do.
Gang Stalking is a program......An evil, malevolent, program....A program that uses psychological and physical torture for the purpose of "terrifying" the victim....and the overt surveillance is merely part of the
"program."

ORGANIZED STALKING IS THE NEW COINTELPRO!
A few years ago, I was coming out of a "big box" type store, and noticed a guy outside talking on a cell phone.
He took a quick look at me, then went back to talking on his cell phone.
Now, to those who have never been a victim of organized stalking, aka "Gang" stalking, seeing someone talking on a cell phone is no big deal.
People talk on cell phones all the time...in their cars, walking down the street, sitting outside on a park bench etc.
However, those of us who have been targets of COINTELPRO-type "organized" stalking are well-aware of the fact that gang stalkers communicate with each other via cell phone.
They probably get their orders from their superiors via cell phone....Where to go...What to do...Who to stalk
Even when stalking their targets from inside parked vehicles, they always seem to be talking on cell phones.
So when I came out of the store that day, the sight of someone standing there talking on a cell phone, and occasionally glancing at me, was something I'd seen before....MANY times!
But this time I did something I rarely do...I put my groceries in my car, and then began to walk over to where the guy was standing...As soon as he saw that I was walking towards him, he turned his back on me, but didn't walk away.
I was determined NOT to start a fight or anything...I just wanted to talk to him.
I went up to him and said something like "Hey, how's it going?...You know, I have a friend who wants to become a gang stalker and I was wondering how much it pays?"
The answer I got from him surprised me.
Without even putting his cell phone down, he said to me, "It;s a program!" .and then went back to talking on his cell phone.
"It's a program"
WOW!
The first time I ever got a straight answer from a gang stalker....."It's a program!"
He was right, of course, organized stalking IS a program....a GOVERNMENT program.
COINTELPRO is the original name of "The Program"...but it's "code name" has been changed many times since J. Edgar Hoover's original COINTELPRO counter-intelligence program back in the 1950s.
I remembered the guy who told me that "It's a program"...he was unusually tall, and thin, and was probably in his early 20s, and he almost seemed to be "polite" to me.
I've had other encounters with gang stalkers, but they were anything but polite to me.
"Are you stalking me?"..I've asked some of them..and they ALL have reacted the exact same way.
At first they politely say something like "Excuse me?"
And then I'd repeat my question..."Are you stalking me?"
Usually this brought out the anger....WHAT?.....They'd answer...the "politeness" gone from their voice.
One time, two gang stalkers were doing surveillance on me from a white pick-up truck......
(OVERT surveillance, of course, since "overt" surveillance is what gang stalkers do)
The truck was parked in such a way that they could see my every move...and they both were not hiding the fact that they were looking straight at ME.
I went up to the passenger side of the truck, and the window was rolled down, and I asked the guy...a well-dressed white male about 45 or 50 years old, with a small dog sitting on his lap, "Are you stalking me?"
He didn't react with anger at all...He reacted just like other gang stalkers had reacted when I'd asked if they were stalking me...He said "What?"....So I repeated my question..."Are you stalking me?"
This time, he erupted with anger, as others had done before, and said words to the effect of "How'd you like me to beat the crap out of you?"...again, similar to what other gang stalkers had said on previous occasions...
"I was only asking a question," I replied calmly...."Why I could.arrest you if I..."..and then he stopped in
mid-sentence as if he thought that saying "Why I could arrest you if I chose to" would not be appropriate.
I immediately walked away from the truck...but I made sure that I got the truck's license number as I walked and even shouted it out several times so I wouldn't forget it.......
I still have that asshole's license number memorized....despite the fact that this encounter occurred several years ago.
As a rule, I do NOT "confront" gang stalkers...it's potentially very dangerous to do so, but this time I just had to.....(A person can only take so much)
Anyway, back to the tall, thin "polite" gang stalker outside the big box store.
His telling me that "It's a program" was something that I'll never forget.
That happened years ago, but only a few months ago I saw him one more time.
This time, I was looking out my garage window and saw a very suspicious male walking by my house, glancing over at my garage window as he walked by...a very small window at the top of the garage door.
Someone walking by would find it extremely difficult to even see me looking out that window...unless they somehow KNEW that I was at the window........
Anyway, I lost my temper at that point and said in a loud voice; "What the fuck are YOU looking st?"
Just then, I noticed a second male, who had actually run up to the first male and said something to him, as they both kept on walking...........It was the same guy who years before had told me "It's a program!"
I recognized the guy....It was him....I guess he was "training" the other guy how to be a gang stalker, and the other guy had made a mistake by looking right at my garage window as he walked by, and the tall, thin guy, who had been walking about 100 ft behind him, after hearing my "What the fuck are you looking st?"..had run up to the guy and probably told him not to look at my house as he went by.
"It's a program!"
That pretty well sums up organized stalking, gang stalking, group stalking, or whatever one wishes to call it.
Having surveillance cameras mounted on your home is a good idea.
If you can't afford surveillance cameras, buy a cam corder (video camera)
If you can't afford a video camera, use your cell phone to take video of gang stalkers when they do their surveillance on you.
As has been said before here, the best single thing a victim of gang stalking can do is to DOCUMENT the stalking....GET EVIDENCE....
Remember, the thing that makes Organized Stalking different from "one-on-one" stalking is that "one-on-one stalkers (single stalkers) do NOT want you to see them' but gang stalkers DO want you to see them....It's part of the "terror"...It's part of the harassment....It's part of the torture!
OVERT surveillance is what gang stalkers do.
COVERT surveillance is what single stalkers do.
Gang Stalking is a program......An evil, malevolent, program....A program that uses psychological and physical torture for the purpose of "terrifying" the victim....and the overt surveillance is merely part of the
"program."

TITLE 18, U.S.C., Section 241
Section 241 of Title 18 is the civil rights conspiracy statute.
Section 241 makes it unlawful for two or more persons to agree together to injure. threaten, or intimidate any person in any state, territory or district in the free exercise or enjoyment of any right or privilege secured to
him//her by the Constitution or the laws of the United States, or because of his//her having exercised the same; or if two or more persons go on the highway, or on the premises of another, with intent to prevent or hinder his free exercise of enjoyment of any right or privilege so secured - They shall be fined under this Title or imprisoned not more than 10 years, or both; and if death results from the acts committed in violation of this section, or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill, they shall be fined under this title or imprisoned for any term of years or for life, or both, or may be sentenced to death.
Unlike most conspiracy statutes, Section 241 does not require that one of the conspirators commit an overt act prior to the conspiracy becoming a crime.
The offense is punishable by a range of imprisonment up to a life term or the death penalty, depending upon the circumstances of the crime, and the resulting injury, if any.
